Second half due date is July 17, 2026.
Due to the late passage of House Bill 186, the State of Ohio has not yet provided guidance to enable us to determine second-half tax bill amounts, which in many cases will be less than your first-half amount.
HB 186, enacted by the Ohio General Assembly, protects taxpayers from unintended tax increases by limiting the growth of certain property levies and requiring adjustments when those limits are exceeded. Because of the timing of the Governor’s approval of House Bill 186 and the complexity of calculating the precise credit amount owed to each taxpayer based upon levy specific data and valuation changes, it was not feasible to accurately apply the credit to the first half tax bills.

On October 30, 2025, the Carroll County Commissioners passed a resolution doubling the Owner Occupancy Credit for every qualified homeowner — providing an additional 2.5% credit on your total property value.
To verify if you’re already qualified for the Owner Occupancy Credit:

2️⃣ Search for your property
3️⃣ Under the Summary tab, scroll to the Values section
4️⃣ If you were qualified for the credit for tax year 2024, it will say Owner Occupancy under Enrolled Programs. You only need to apply once. Unless you’ve received notice from our office that you no longer qualify, your credit will automatically apply to tax year 2025.
💰 How much can you expect to save? Your savings will vary by property, since the credit is based on a percentage of your total property value. Because most property values have recently increased, your Owner Occupancy Credit savings will likely go up as well — and thanks to the Commissioners’ new resolution, that amount will now be doubled!
🏡 Who qualifies? To receive the Owner-Occupancy Homestead Tax Reduction, you must: Own and occupy your home as your principal place of residence (domicile) on January 1 of the year you apply. A person only has one principal place of residence. Your principal place of residence determines, among other things, where you are registered to vote and where you declare residency for income tax purposes.
